Eligibility Criteria for BISP Program: Who Can Apply in 2025?

Benazir Income Support Programme (BISP) is among the most important social welfare programs of Pakistan. Initiated in 2008, it was intended to extend support in the form of money to the most disadvantaged families of Pakistan. Up to 2025, the government keeps enhancing and expanding the program so that assistance may reach the most needy. However, not everybody can take advantage of BISP. This article explains the eligibility criteria for the BISP scheme in 2025 and assist you in determining who is eligible to apply and how to verify if you are eligible.

What Is BISP?

The Benazir Income Support Programme (BISP) is a poverty reduction scheme that provides low-income households, and more specifically women and children, with quarterly cash support. Over the past few years, the government has upgraded the program by utilizing digital interfaces, NADRA information, and the NSER (National Socio-Economic Registry) for transparency and equality.

How to Apply for BISP in 2025?

To qualify for BISP in 2025, applicants need to satisfy the new criteria established by the government and confirmed using different databases such as NADRA and NSER.

Below is a comprehensive overview of the eligibility criteria:

  1. Must Be a Pakistani Citizen
Pakistani nationals only with a valid CNIC can apply. Foreigners or dual nationals are not eligible.
  2. Monthly Household Income Must Be Low
The scheme is aimed at low-income families, generally making a monthly income less than Rs. 25,000. The income limit can fluctuate marginally due to inflation and government policy revisions.
  3. NSER Registration
Aspirants need to be registered in the National Socio-Economic Registry (NSER). If you are not registered, BISP teams or mobile registration vans can come to your vicinity, or you can approach a BISP Tehsil Office for manual registration.
  4. Women-Headed Households Preferred
BISP focuses on the female-headed households, particularly widows, divorced women, or women whose husbands are disabled or unemployed. Ideally, the registered CNIC must belong to the female household head.
  5. Not a Government Employee or Pensioner
Households in which any family member is a government employee, or is a pensioner from the government, are not covered under BISP support.
  6. Not Owning Valuable Assets
    The applicant should not own:

Land/property of a certain value

Vehicle (particularly new ones)

Large bank balances or foreign remittances

This is confirmed by NADRA, land registry, and bank records.

  1. No Foreign Travel
If the applicant and their immediate family have recently traveled abroad, particularly for non-work reasons, they can be disqualified since this reflects a greater economic standing.
  2. No Business or Commercial Activity
Those families with registered business or engaged in taxable commercial activity could be excluded.
  3. Widows and Orphans Receive Special Treatment
Widows with no income source are given top priority.

Orphans below the age of 18 years are given preference if they are residing with low-income guardians.
